1. Purpose

  • To prevent, detect, and respond to threats or incidents that may disrupt an event or endanger people.

2. Roles and Responsibilities

Armed Security Officers:

  • Carry firearms and are authorized to use them in accordance with the law and company policy.
  • Typically handle higher-risk assignments, such as protecting VIPs, managing crowd control in volatile situations, and responding to active threats.
  • May be positioned at key entry/exit points, backstage, or patrol high-risk areas.
  • Often coordinate with law enforcement and emergency responders.

Unarmed Security Officers:

  • Do not carry firearms but may carry non-lethal equipment (batons, pepper spray, handcuffs, radios).
  • Focus on deterrence through visible presence, access control, bag checks, monitoring surveillance, and enforcing event rules.
  • Intervene in disturbances using non-violent means and de-escalation techniques.
  • Serve as customer service representatives, guiding attendees and providing information.

3. Protection Measures

  • Risk Assessment: Both types of officers participate in pre-event threat assessments to identify potential risks and vulnerabilities.
  • Access Control: Screening of guests, staff, and vendors; checking credentials; managing guest lists.
  • Patrols: Regular foot or vehicle patrols throughout the venue to monitor for suspicious activity.
  • Crowd Management: Directing crowd movement, preventing overcrowding, and managing lines.
  • Emergency Response: Coordinating evacuation, providing first aid, or containing incidents until law enforcement arrives.
  • Surveillance: Monitoring CCTV, alarm systems, and communication channels for incident detection.

4. Collaboration

  • Armed and unarmed officers often work together, with unarmed officers handling general duties and escalating issues to armed officers if a situation becomes dangerous.
  • Both groups may receive event-specific training and briefing on protocols, emergency plans, and communication procedures.

5. Communication

  • Use of radios, earpieces, and established reporting channels to maintain constant contact and quick response capability.
